Author Details: Duong Dieu-MD PhD, Faculty of Medicine-Nguyen Tat Thanh University, 300A Nguyen Tat Thanh street-Dist 4-HoChiMinh City, Vietnam-email: duongdieumd@gmail.com, duongdieumd@ntt.edu.vn.
Abstract:
Lagophthalmia is the inability to close the eyelids completely due to malfunction of the facial nerve (VII cranial nerve) by herpes simplex virus or lesion of the first division of the fifth cranial nerve by zoster virus. Herpes Zoster Ophthalmicus (HZO) is caused by the varicella-zoster virus. HZO is an ocular disease which usually manifests as a unilateral painful skin rash in a dermatomal distribution of the trigeminal nerve shared by the eye and ocular adnexa. HZO occurs typically in older adults but can present at any age. It occurs after reactivation of latent varicella-zoster virus (VZV) present within the sensory spinal or cerebral ganglia. It may travel along neurons to the sensory axons of the skin to form vesicular lesions. The herpes simplex virus, which causes cold sores and genital herpes, is commonly found in people afflicted with Bell’s palsy.
A simple surgical technique that can be performed at the second health care level under local anesthesia without the need for expensive technical equipment was introduced and described as details. This is an auto skin grafting-single staged procedure – on the course of hospital administration for upper lid reconstruction by a lower lid skin flap. Two cases of lagophthalmia with surgical upper reconstruction are reported. One is lagophthalmia post zona causing contracted scar upper lid with corneal ulcer, the other is lagophthalmia post Bell facial paralysis. All of these cases were failure of medical treatment. The results and some considerations on HZO lagophthalmia were discussed.

9) Critical Analysis of Clinical Waste Management System in National Hospital, Sri Lanka-Case Study Report
Author Details: Parimelalagapillai Karthikeyan-Management Development and Planning Unit (MDPU), Ministry of Health, Sri Lanka.
thirumagal@gmail.com
Abstract:
This case study was conducted to critically analysis the clinical waste management system in the National Hospital, Sri Lanka (NHSL), with the goal to identifying major issues faced in the smooth functioning of the waste management process and to make recommendations to the DDG NHSL to overcome those issues in partial fulfillment of the MD Part II training program in the field of Medical Administration. The NHSL has been housed at its present premises for more than 150 years. It is the apex tertiary level health care institution in Sri Lanka with a bed strength of 3231 and daily average admission of 723. The total number of surgeries performed in its 21 theaters 78076 in 2017. Daily average general OPD attendance per day (including 1st and 2nd visits) was 1271, daily average accident service outpatient’s attendance was 269 and Clinic patient daily average was 3249. As a result, total outpatient service daily average was 4789 (Annual hospital statistical bulletin – 2017, NHSL). Total staff members number around 7500. Therefore, waste generation at this institution is very high. Patient treatment procedures and staff members generate on average approximately 400 kg- 600 kg of clinical waste and 1200 kg – 1800 kg of general waste per day in the hospital (MO-Public health, 2019). Clinical waste generated each month comprises about 1200 kg sharp waste and 25000 kg decontaminated waste (Infection Control Unit- NHSL, 2019). The study learned that the segregation of waste at the units was satisfactory. Occupational safety measures taken while handling waste, however, were not satisfactory. Even though the wards practice segregation of waste using color codes, the transportation of waste from wards to the disposal area was unhealthy and did not meet established standards. Knowledge on safe handling and transportation of waste among waste handlers was inadequate. The process of disposing of clinical waste has several shortcomings, which have been aggravated by poor supervision and lack of coordination. Irregular waste collection by outsourced parties resulted in an accumulation of clinical waste in the temporary store facilities inside the NHSL, creating major issues for the administration. Building a comprehensive system to address responsibilities, safe handling and disposal of clinical wastes, strengthening overall supervision and following government procurement guidelines during the selection of outsourced service providers will improve the current clinical waste management process at NHSL.

Abstract:
The effect of the interest rate channel in operating monetary policy firstly depends on the exact determination of the operating interest rate, followed by the spread from the interest rate to the market interest rate and the influence. of market interest rates to macroeconomic variables such as inflation, growth or unemployment, … However, the scope of the study will focus mainly on the first steps of the mechanism of monetary policy propagation, ie is, the influence from the central bank’s operating interest rate to the business interest rate of the banking system; The second step, including the effects of bank interest on aggregate demand, is outside the scope of this study. Therefore, the factors affecting the effectiveness of monetary policy through the interest rate mechanism are divided into four groups of factors: (i) The group of factors influencing from the international market includes the national exchange rate mechanism. that pursues and the movement of capital flows; dollarization of the economy; (ii) The group of factors for the quality of the balance sheet of the banking system includes liquidity ratio; asset quality of the bank,…; (iii) The group of factors about the characteristics of the operating environment of the financial system, including the competitive level of the banking system, the level of separation between parts of the financial system; development of the financial system; the level of intervention by regulators in the financial market; regulatory environment; (iv) Other factors include budget deficit situation; the independence of the central bank and the domination of monetary policy

It allows to access to integrated data cross the entire enterprise according to real-time (Davenport, 1998). Therefore, ERP system is expected to increase productivity via processes standardization, to improve decision-making ability via information integration throughout the whole enterprise, to enhance cooperation between organizational entities by connecting them smoothly, and the most important, to maintain competitive advantage once these benefits are satisfied (Davenport, 1998). These promises are possibly a close explanation of its increasing popularity. Namely, Fortune 500 companies are trusting ERP system1 and it is also a solution that large-sized organizations in Vietnam select and adopt more growingly.

Abstract:
This study makes an original contribution to both of theory and practice through forming and validating the ERP success model for accounting professionals only. In a little more detail, it provides empirical evidence regarding Hunton’s accounting value chain (2002). In addition, it discovers and proves effective use as the most appropriate system-use concept so far. Moreover, it makes an effort to investigate outcomes of accounting benefits perceived from ERP system, which related-studies are much further under-researched. Last but not least, the research provides valuable implications for organization management on how they can successfully manage accounting department as well as accounting professionals in an attempt to maximize ERP’s impacts on organizational performance, which executives have paid much attention to for recent years but have not yet found out the answer so far.

Author’s Details: (1) Ngoc Anh Nguyen (2) Thi Dung Nguyen (3) Thi Van Anh Vu-(1) (2) (3)University of Economics – Technology for Industries, Vietnam-Correspondence: Ngoc Anh Nguyen, 456 Minh Khai, Hai Ba Trung, Ha Noi
Abstract:
The study investigates the effect of state ownership on the relationship between investment and cash flow in Vietnam, a small transitional economy. Using a sample of companies listed on the both Ho Chi Minh City Stock Exchanges (HOSE) and Hanoi Stock Exchange (HNX) during the period 2008 to 2015, the U- shaped investment–cash flow relations for both state-owned and non-state-owned firms are found. In addition, state-owned companies (SOEs) have higher cash flow sensitivity of investment, which perhaps is due to their socioeconomic and political responsibilities, poor corporate governance and agency problem. Their growth opportunities also affect the sensitivity.

Author’s Details: (1) Ngoc Anh Nguyen (2) Thi Dung Nguyen (3) Thi Van Anh Vu-(1) (2) (3)University of Economics – Technology for Industries, Vietnam-Correspondence: Ngoc Anh Nguyen, 456 Minh Khai, Hai Ba Trung, Ha Noi
Abstract:
The study examines the effect of banking system reform, which is defined by the presence of foreign banks, on investment-cash flow relation in a context of a small transition economy. I find evidence that the presence of foreign banks in Vietnam results in decreasing in firm’s dependence on local banks and has changed their financial constraint. Company investments are less reliant on internal cash flow in the post reform period. Although overinvestment of state controlled firms cannot be reduced but underinvestment problem of non- state -controlled listed firms is mitigated due to better accessibility to bank loans. The investigated relation between investment and leverage is robust for this conclusion
